The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement (BOA) N00019-12-G-0006 to the Bell Boeing Joint Program Office on an "other than full and open" competitive basis to implement the Traffic Collision Avoidance System (TCAS) into two (2) MV-22 aircraft. This effort would include the engineering, integration, qualification, airworthiness substantiation, and flight test demonstration necessary to implement the TCAS system in an effort to avoid encountering near mid-air collisions during major flight operations. This delivery order would include the Non-Recurring Engineering (NRE) associated with performing the Risk Reduction effort and the procurement of material required to construct and install the A-kit portion only of two (2) MV-22 TCAS retrofit kits. Bell-Boeing is the only company who possesses the unique engineering data, technical skills, established tooling, support equipment, facilities and requisite knowledge of the design, fabrication, and production of the V-22 aircraft required to perform these efforts.
