The Naval Air Systems Command (NAVAIR), V-22 Osprey Program (PMA 275), Patuxent River, MD intends to negotiate and award a sole-source, Cost Plus Fixed Fee contract modification for Delivery Order 0096 under Basic Ordering Agreement (BOA) N00019-12-G-0006 to Bell Boeing Joint Project Office located at 401 Tiltroter Drive, Plant A, Amarillo, TX 79111-1200 for the MV-22 Integrated Aircraft Survivability Equipment and CV-22 Directional Infrared Countermeasure with Advanced Threat Warner sensors effort.
This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." The Bell Boeing Joint Project Office is the sole designer, developer, and manufacturer of the V-22 Osprey aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts.
Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
