The U.S. Broadcasting Board of Governors (BBG), International Broadcasting Bureau's (IBB), Voice of America (VOA) Central Program Service, Music Programs Service (VOA/LGRM) has a requirement for computer software that will schedule music and other elements of VOA radio programs. This software must fully meet the following specialized technical and support requirements in that it must: (a) fully integrate with existing hardware used by VOA's Master Control SQL System, as provided to VOA by Radio Computing Services, Inc. (RCS) of White Plains, NY; (b) be able to use the full capability of the existing Master Control SQL System, including studio console interfaces, digital audio storage management, live-assist and voicetracking function, instant reconciliation ("Living Log") capability; and (c) be able to be supported by the software provider on a 24/7/365 telephone and Internet support basis.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This document's incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-38February 1, 2010.

This notice is an request for proposal (RFP) and open to all sources who can meet the above stated computer software specialized integration and interface compatibility requirements with the VOA's existing Master Control XV System, and that they can also provide the required 24/7/365 service support of this software. Any interested party interested in responding to this notice should submit the following: (1) a written statement of their specific interest in meeting the BBG's above stated specialized requirements; and (2) a detailed description of the firm's specific capabilities and recent pertinent experience to be able to convincing demonstrate to the BBG that the firm can fully meet ALL of the above stated specialized integration and interface compatibility, and the 24/7/365 service requirements. Such descriptions must include the names and telephones numbers of at least three (3) of the firm's recent customers that the BBG can quickly contact to validate the authenticity of the firm's stated capabilities and experience in meeting the BBG's requirements.

Any questions regarding this Notice shall be in writing and received by March 12, 2010. The BBG must receive all submissions before 2:00 p.m., Eastern Standard Time (EST), March 23, 2010. No telephone responses of a firm's statements of interest, capabilities, and pertinent experience will be accepted by the BBG. All responsible sources may submit a proposal, which will be considered by the Agency.
