The City of Murrieta is requesting written proposals from qualified consultants or consulting firms to prepare a cleanup of the City of Murrieta General Plan. [email protected]. To confirm receipt by the City, the City Clerk will be able to verify when/if submittals are received. The City has been busy updating the General Plan and Development Code in recent years. The Murrieta General Plan was last updated by the City in July 2020. Since that time the City has annexed a new area (between Murrieta, Menifee and Wildomar) known as Murrieta Hills and has seen substantial new development, particularly new Multi-Family Housing both in process and under construction in the central part of the City. A new Housing Element Update was adopted by the City Council in June 2023, with a new Multi-Family zone, and the City recently finalized new Multi-Family Objective Design Standards. The Focused Update of the General Plan in 2020 included a new Climate Action Plan as part of the General Plan EIR. A Supplemental EIR was certified as part of the 2020 General Plan update. Prior to that, a comprehensive General Plan update was completed by the City between 2011-2014 along with the certification of a Program EIR. The Development Services Department is seeking a qualified consultant(s) and/or consulting firm with experience in the preparation of General Plan Updates, EIRs and Climate Action Plans. Proposals are invited from planning consultants with the ability to deliver the various services, as described in further detail below. The selected consultant will review the existing General Plan, Climate Action Plan and Development Code with staff and will propose revisions to reflect current conditions, City policies, and methods to incorporate the new area(s) of the City as well as other planned cleanups or updates to specific elements as noted below. Emphasis will be placed on developing clear, concise, and legally defensible housekeeping changes to the General Plan and Development Code as necessary.
