REQUEST A BID PACKAGE: Date Issued: August 12, 2019 RFP #40-011 Sealed submittals from firms will be received by the Purchasing Division of the Hall County Board of Commissioners at 2875 Browns Bridge Road, 4th. Floor – Financial Services, Gainesville, GA 30504 until 3:00 pm, legally prevailing time, on Tuesday, September 10, 2019 for: Murrayville Park Tennis Courts The names of the Companied submitting proposals will be publicly read at the Hall County Government Building, 2875 Browns Bridge Road, 4th Floor in the Financial Training Room at 3:00 pm on Tuesday, September 10, 2019. No further information will be read, discussed or provided until the evaluation of all submittals are completed. No extension of the bidding period will be made other than by a formal written addendum to this RFP. Any proposals received after the date and time listed above will not be accepted. Hall County Board of Commissioners is soliciting proposals from qualified contractors to provide all necessary services and materials for the construction of four (4) tennis courts at Murrayville Park, 5666 Bark Camp Road, Murrayville, GA 30564. Proposal submittal documents may be obtained by going to our Bids & Proposals website at http:www.hallcounty.org/Bids.aspx, then select the bid titled ‘Murrayville Park Tennis Courts’, click on ‘Request a Bid Package’, fill out the requested information, click ‘Submit’, and this will send an automatic request to our office. You may also contact us in the Purchasing Division Office at 2875 Browns Bridge Rd, 4th. floor, Gainesville, GA 30504, or via Phone at 770-535=8270 or via Fax at 770-531-7112 to obtain the information at no charge. The is the only official release site for this request for proposals or any addenda that may be issued for same. A pre-bid meeting will be held on-site at 5666 Bark Camp Road, Murrayville, GA 30564, Thursday, August 22, 2019 at 1:30 pm to all interested parties to review the site and ask questions. Responses to those inquiries will be published as an addendum to the RFP. The meeting is not mandatory; but, we encourage anyone wanting to submit a bid to attend. All submittals will be evaluated in accordance with applicable Hall County rules, regulations and laws. Bid bonds in the amount of not less than 5% of the base bid must be submitted with each bid. Failure to supply bond will force your bid to be declared nonresponsive. The successful bidder shall provide a 100% Payment and a 100% Performance Bond at the signing of the contract. Failure to supply bonds will result in default of contract. Successful bidders shall provide insurance in the amount of at least ($1,000,000.00) one million dollars as required by Paragraph 17 of the “Terms and Conditions” of these documents. All responses must be in writing. Five (5) copies of proposal are to be submitted; one (1) marked “Original” and four (4) marked “Copy”. Proposals shall be enclosed in a sealed envelope or box clearly marked with ‘RFP #40-011, Murrayville Park Tennis Courts’ in the lower, left corner. Your submittal must have a signature in its “Original” response. Hall County suggests this is provided on your “Introductory Letter”. Failure to sign your proposal in the introductory letter will force your bid to be declared as “non-responsive” and not be considered for award. No bid may be withdrawn for a period of sixty (60) days after time has been called on the date of opening. The written proposal documents supersede any verbal or written prior communications between the parties. The County reserves the right to retain all proposals submitted and use any idea(s) in a proposal regardless of whether that proposal is selected. The Commissioners reserve the right to reject any or all bids, in whole or part, to waive technicalities and informalities or to select any bidder to complete the described Work. Award of Contract will not be solely based on low bid, but also on quality, references and other subjective criteria as the County may deem necessary and as the County may determine at its sole discretion. The Undersigned Bidder expressly understands that their proposal may be rejected by the County for any reason without liability on part of the County to the Undersigned Bidder.
