This will allow the County sufficient time to review your request and for you, the supplier, to access the Sourcing Event and to perform the actions needed before the event close date. INTRODUCTION For over 30 years, Multnomah County has operated a Federally Qualified Health Center (FQHC) and developed an integrated delivery system of programs, services and patient-centered interventions that intentionally target the full continuum of its communities. Under a Co-Applicant Agreement between the Board of County Commissioners (the federal grantee) and the Community Health Center Board (the federally designated governing authority of the Health Center), Integrated Clinical Services (a Division of the Multnomah County Health Department) oversees the Health Center, including: clinical services at six integrated clinics that offer primary care, dental and pharmacy services; one stand-alone dental clinic; one stand-alone primary care clinic specializing in care for individuals living with HIV, one standalone primary care clinic specializing in care for Spanish speaking populations, and nine student health centers. The Health Center operates on a Patient Centered Primary Care Home model and maintains accreditations by the Joint Commission. SCOPE OF WORK COVID-19 was a source of unexpected stress and adversity for many people. Staff resilience helped us get through and overcome hardship during COVID-19. Art was one of the most powerful means for communication and coping that staff had at their disposal. The Multnomah County Health Department,).Integrated Clinical Services (ICS) is seeking proposers to offer Muralist Services to their clinics. This Request for Intermediate Programmatic Qualifications (RIPQ) seeks to solicit a pool of highly qualified Artists. Artists will Have large Mural experience Provide sketches of intended design Have experience painting cultural specific murals Have experience painting inside clinics or other office settings Be adaptable for multiple audiences and purposes Be available to complete Mural(s) during off hours at clinics with supervision. Have a process for using environmentally friendly materials, recycling materials, either used or excess, with minimal impact to the overall environment or the environment of the County locations. Special attention will need to be made on using materials with no noxious fumes or hazardous components. DELIVERABLES/OUTCOMES The following outcomes are expected for this scope of work: Artists will provide references supporting experience, knowledge & outcomes Artists will provide expected timeline and resources needed to implement the Mural(s) Artists will provide information pertaining to pricing models Artists will complete agreed upon murals at health center location or arrange for delivery and installation support if agreed upon (eg: panel mural). Artist will do the installation and put up all the painted panels. County reserves the right to mount the Mural in a different location after the initial run. PERFORMANCE REQUIREMENTS AND MEASURES Successful performance will be based on: Consultant must adhere to any county contract requirements and other federal, state and local laws and regulations governing the services purchased through this contract. CONTRACT AWARD AND ALLOCATION PROCESS This is a competitive Request for Intermediate Programmatic Qualifications (RIPQ). No contracts will be issued as a result of this RIPQ process. Our intent is to establish a pool of qualified vendors who will be eligible for potential contract awards. There is no limit on the number of vendors that may be qualified under this RIPQ process. Multnomah County strongly encourages the participation of Minority-Owned, Locally-Owned, and Emerging Small Businesses and Organizations in providing these services. CONTRACT NEGOTIATIONS Once selected in the RIPQ process, The County will initiate contract negotiations with the Proposers who score a minimum of 70% in the evaluation process. Multnomah County may, at its option, elect to negotiate general contract terms and conditions, services, pricing, implementation schedules, and such other terms as the County determines are in the County’s best interest. If negotiations fail to result in a contract, the County reserves the right to terminate the negotiations and initiate contract negotiations with another qualified Proposers. This process may continue until a contract agreement is reached. CONTRACT TERM Contract terms will vary, generally ranging from one to five years. Qualifying under this RIPQ will keep your organization in the pool of qualified candidates for contract opportunities for five years. METHOD OF CONTRACTING A Services Contract form is attached showing the standard terms and conditions. Carefully review the terms and conditions of the Contract. Additional Contract terms related to this procurement, if any, are set out below in the section entitled Special Contract Terms and Conditions. TERM OF CONTRACT This RIPQ will potentially result in the award of multiple Fixed Term contracts. The Department reserves the right to withdraw this RIPQ at any time, re-issue a subsequent RIPQ or terminate the resulting contracts, if any, at any time. COMPENSATION AND METHOD OF PAYMENT The contractor shall provide the County with itemized invoices of services rendered once a month. The invoice shall include the invoice number, date and cost of the services. The County will reimburse the Contractor within 30 days of submission of invoice each month. Contractor will be required to sign up for the County’s electronic funds transfer (Automated Clearing House) or by credit via ePayables to receive payment of services. INSURANCE REQUIREMENTS The insurance requirements are set forth in Exhibit 2 of the Services Contract located in the Buyer Attachments page. Please review these requirements carefully. Final insurance requirements will be subject to negotiation between, and mutual agreement of the parties prior to contract execution. MINIMUM PROPOSAL SUBMITTAL REQUIREMENTS At the time of proposal submission, Proposers must meet the following minimum requirements. Failure to provide any of the required documents or meet any of the below requirements shall result in rejection of the proposal. The Proposal response must be received by Multnomah County Purchasing no later than 4:00 P.M. local Portland time on the proposal submission deadline. Proposer Representations and Certifications The Proposer must certify that they agree to the Proposers Representation and Certification terms in the prerequisite page of the Sourcing Event.
