PRESENTED AT THE Mobile User Objective
System (MUOS) Service Life Extension
(SLE) MARKET SURVEY / REQUEST FOR
INFORMATION (RFI) INDUSTRY DAY. This
update is issued for planning purposes and
all information is subject to change.
The 2021 National Defense Authorization
Act (NDAA) reduced the MOUS Fiscal Year
2021 Research, Development, Test and
Evaluation (RDT&E) funding. This may delay
contracts and activities from the timelines
presented at the September 2020 Industry
Day.
Nevertheless, the Governmentâs objectives
and commitments to this effort remain
unchanged. PMW 146 intends to continue to
pursue acquisition of two additional WCDMA-
only MUOS satellites to be on orbit in the
2028-2030 time frame.

(RFI) ONLY. This RFI is issued for
information and planning purposes and all
information is subject to change.
The Industry Day for this requirement took
place on 14 September 2020. The Special
Notice Announcement for the Industry Day
was posted to Contract Opportunities
(formerly known as Federal Business
Opportunities, FedBizOpps) and NAVWAR e-
Commerce Central website with the
reference number
N00039_SNOTE_08C48278 on 18 August
2020. The Government provided
documentation to successfully registered
attendees. Attendance at the Industry Day
event is not required to obtain the
documentation. However, successful
registration via the submission of the
Registration Form (NDA) as stated in the
Industry Day Announcement (reference
N00039_SNOTE_08C48278) on the Contract
Opportunities website is required; the NDA
form is attached below.
The Naval Information Warfare Systems
Command (NAVWAR) in coordination with
the Program Executive Office for Command,
Control, Communications, Computers,
Intelligence and Space Systems (PEO C4I
and Space) PMW146 intends to acquire two
additional satellites for the Mobile User
Objective System (MUOS). The satellites will
support DoDâs Ultra High Frequency (UHF)
Wideband Code Division Multiple Access
(WCDMA) SATCOM capability through the
2030s. PMW 146 is seeking information
from industry on contract structure,
timelines, market, risks, and opportunities
in the form of a white paper response.
Governmentâs questions (section 6.2) are
included in the RFI documentation in the
attachment below.
All industry questions and Government
answers will be provided through
distribution to all parties upon successful
registration via the submission of NDA.
