This is a RFI and not a solicitation. The United States Air Force (USAF)
would like to determine the feasibility of detecting low-signal targets in noisy and heavily
cluttered environments. Cognitive detection in non-Gaussian data research has shown
that both hyperspectral target detection and radar target detection may face a similar
structure of multivariate non-Gaussian clutter. Therefore, one may leverage this
commonality to develop algorithms applicable to both sensing modalities.
