The Defense Health Agency (DHA), Contracting Operations Division-San Antonio, intends to award a three year (One year plus two option years), sole source contract to Process Software LLC for the support of software upgrades and technical assistance (SU/TA) for 194 Multinet Software licenses.  Process Software LLC will provide problem resolution to all software problems as well as technology upgrades to the Multinet software application.  Process Software LLC is the developer and owner of the unique Multinet software currently embedded in the DHA and they own all associated licensing rights.  Multinet is also deployed on hardware platforms in the Composite Health Care System CHCS and the Armed Forces Health Longitudinal Technology Application (ANLTA).  Multinet upgrade software licenses along with maintenance and support provided by Process Software LLC have been deployed in support of the DHA for more than a decade and the DHA requires the procurement to renew the licenses, provide current updates, upgrades to the software and technical assistance.  Considering the work provided for in the proposed contract is a continuation of the work performed by the specified entity under the preceding contract, Process Software LLC; soliciting for competition would not be reasonable.  Award will be made on or around 29 April 2016.  This notice is neither a request for quote nor a solicitation of offers; however, all responsible sources may submit a capability statement, quotation or proposal, which shall be considered by the agency.
