Solicitation N00421-13-T-0551 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase request on a sole source basis with GE, under the authority of FAR Part 12 and FAR Part 13.  This multifunction PMC is based on the Marvel discovery III integrated system controller. These daughter boards are required for form, fit and function compatibility to provide interface with the motherboards already used by the JPALS program. The PMCD3 enables high performance, which in turn enables high data transfer; however, any small business source able to meet this requirement may submit proposals.  Offerors must have a current  registration in the System for Award Management (SAM) formerly known as the Central Contractor Registration (CCR) database prior to submission of an offer to be considered for award of any Department of Defense contract.  This may be accomplished electronically at https://www.sam.gov/portal/public/SAM/.

This notice of intent is not a request for competitive proposals. However, all proposals received by 5:00 PM EST 5 SEPTEMBER 2014 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
