The solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 2019-01, effective 20 Dec 2018 and DFARS Change Notice 20180928.
The Government intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract in support of this effort. Delivery and/or Task orders will not be competed after award.
This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2, as supplemented. This is a competitive LPTA best value source selection. By submission of its offer, the Offeror affirms that it's proposal meets all Government solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. All proposals will be screened to determine whether the proposal meets the required security qualifying criteria as described in Section M. If a proposal fails to meet this security qualification, the offeror will not be evaluated further. All remaining proposals will be evaluated to determine technical acceptability. Offerors must clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale.
Offerors are advised that the Government intends to evaluate proposals and award without discussions. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. However, discussions may be deemed appropriate at the discretion of the Contracting Officer.
The solicitation will result in a single performance-based service contract award to the lowest priced and technically acceptable, responsible offeror, to the Request for Proposals (RFP). The offeror's proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. Please refer to the attached solicitation for more detailed information.
DEADLINE FOR SOLICITATION RELATED QUESTIONS: All questions regarding this requirement shall be submitted electronically at any time (using RFP Attachment 5, MPC - QNA Sheet) to [email protected]. The deadline for questions is by 5:00 P.M. (PST) on 21 Mar 2019 to allow adequate time to prepare a response. Any questions concerning this requirement must be submitted in writing via email correspondence only.
PROPOSAL SUBMISSIONS: Complete Firm Fixed Priced (FFP) Proposals are due by 26 Mar 2019, at 12:00 p.m. Pacific Standard Time (PST). Proposals must be valid for 90 days from the date of RFP closing, a statement affirming this fact shall be placed on the cover page of all proposal volumes. Contractors are responsible for verifying receipt of their proposals to at this office before offer due date and time.
IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO ensure it monitors the FedBizOpps.gov internet site for the release of solicitation correspondence and/or amendments.
All prospective contractors are required to be registered in the System for Award Management (www.sam.gov) database. Failure to register in the database will make an offeror ineligible for award.
