Notice of Intent

Multi-band Radio (MBR) II Family of Systems (FoS) Post Deployment Software Support

The Marine Corps Systems Command (MARCORSYSCOM) intends to negotiate and award a new contract on a sole source basis in accordance with FAR 6.302-1, with L3Harris Technologies, Inc. 1680 University Ave, Rochester NY 14610. Post Deployment Software Support is for Multi-band Radio (MBR) II Family of Systems (FoS), which includes the AN/PRC-117G, AN/VRC-114V1, AN/VRC-114V2, and AN/MRC-145B Radio Systems using the RT-1949.  This requirement entails the development, integration, and testing of radio system software/waveform updates, Diminishing Manufacturing Sources and Material Shortages (DMSMS) reporting, Failure Reporting, Analysis and Corrective Action System (FRACAS), RT-1949 and Vehicular Amplifier Adapter repairs, and resolve problem reports and respond to Information Assurance Vulnerability Alerts.

The Government anticipates award of a hybrid Cost-Plus-Fixed Fee/Firm-Fixed-Price contract, with a period of performance of five years.  The proposed acquisition will be awarded to L3harris Technologies, Inc. pursuant to 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii).  Only L3harris Technologies, Inc, the original equipment manufacturer and sole producer of the RT-1949 has the requisite corporate knowledge, technical expertise and facilities necessary to satisfy the Marine Corps requirement. 

This is not a request for competitive quotes.  No formal solicitation package is available.  The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements and past performance data no later than 2:00PM local time on 6 July 2020.  Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.  All documents should be submitted to Cori Kirkbride at [email protected] and Katy Hurd at [email protected].  No telephone calls will be accepted.
