The Naval Air Warfare Center – Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a limited competition basis with Tactical Support Equipment, Fayetteville, NC or HTI Special Operations Equipment, Virginia Beach, VA for a maximum quantity of the following items: 13 each RAMP-25 or TCR-MBA-25 multi-band amplifiers. Both items have the salient characteristics to fulfill this requirement. This requirement shall support the United States Special Operations Command (USSOCOM) Satellite Communications on the Move (SOTM) project. The government intends to procure the above items under the authority of 10 USC 2304(c)(1), FAR 6.302-1. The government does not own current data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the government.
