The Gifford Pinchot National Forest intends to acquire by contract the removal and disposal of existing composting comfort stations, including designated site improvements, excavation and backfill, asphalt placement, and foundation preparation for new pre-cast concrete vault comfort stations.  The pre-cast comfort stations will be provided and installed (placed) through another contract, but this contract will be responsible for the foundation preparation and backfilling of the comfort stations. The Contractor shall furnish all labor, equipment, transportation, supervision, supplies (except those designated as Government-furnished), incidentals, and perform all work necessary to conduct stand examinations in compliance with terms, specifications, conditions, and provisions of this solicitation.

All work for this project is within the Mount St. Helens National Volcanic Monument, located within the Gifford Pinchot National Forest. The project sites are located at the following recreational areas:

  • Kalama Horse Camp (81 RD- Cowlitz County): 46*09’57”N 122*05’17”W
  • Marble Mountain (83 RD- Skamania County): 46*07’49”N 122*10’15” W
  • Lava Canyon (83 RD- Skamania County): 46*09’57”N 122*05’17”W

This acquisition is a 100% Small Business set-aside. The applicable NAICS code is 238910- Site Preparation Contractors. The corresponding size standard is $15 million. Offerors will be evaluated on technical capability (experience), past performance, capacity to accomplish work on time and price. The Contract will be awarded to the offeror whose submittal, in compliance with the solicitation, is the best value to the Government. The Government total estimated value is between $100,000 and $250,000.

All responsible sources may submit an offer which will be considered by the government.  Prospective contractors must be registered in the System for Award Management (SAM) prior to award of a contract.  Lack of registration in the SAM Database will render an offeror ineligible for award.  SAM replaced the Central Contractor Registration (CCR) Database. A solicitation for this project will be posted to this website on or around September 15, 2020 with offers due around September 25, 2020.  Field work shall start October 19, 2020.  The current toilets will need to be demolished and the new toilet foundations prepared by November 6, 2020.  The new concrete toilets will be installed, through a separate contract on November 9, 2020.  The remaining contract work for this contract will need to be accomplished no later than May 26, 2021.
