9.  DESCRIPTION: 

The subject requirement is for the acquisition of 24 National Stock Numbers (NSNs) with various descriptions and end items.  The major FSCs of this requirement are: 2540, 4130, 4140, 4710, 4810, 5310 and 5340. An Indefinite Quantity Long-Term Contract with a base year and 4 option years is anticipated, at the discretion of the government.  The total duration based plus option years shall not exceed 5 years.  Items will be shipped to various stock locations within CONUS. Increments and delivery schedule will be noted on the RFP. Small Business Standards is 750.

Other than Full & Open Competition 10 U. S. C. 2304 (c).  FOB and Acceptance/Inspection points will be on the RFP. This solicitation will be available on the Internet at https://www.dibbs.bsm.dla.mil/rfp after the issue date of 03/20/2012. 

Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.

Military and commercial specifications cannot be provided by DLA Land and Maritime.  Hard copies are not available.  There are no technical drawings/bid sets available. 

While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and any other factors as listed in the solicitation.  One or more of these items under this acquisition may be subject to Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979.  All offers shall be in the English language and in U.S. Dollars.  All interested suppliers may submit an offer.

 All responsible sources may submit an offer/quote which shall be considered.
