The United States Army Contracting Command - Warren (ACC-WRN) intends to issue a sole-source, Cost-Plus-Fixed-Fee (CPFF) request for proposal (RFP) to Navistar Defense, LLC (Navistar) for continued System Technical Support (STS)/System Sustainment Technical Support (SSTS) services for the Mine Resistant Ambush Protected (MRAP) MaxxPro Family of Vehicles (FoV). A modification to the existing Indefinite Delivery Indefinite Quantity (IDIQ) Contract, W56HZV-15-D-0037, is intended to add three ordering years to said contract, from 1 April 2020 through 31 March 2023. This action will not be competed, in accordance with the statutory authority permitting other than full and open competition, 10 U.S.C. 2304(d)(1) as implemented by FAR 6.302-1(a)(2)(iii)(A) and (B) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This is a pre-solicitation notice, otherwise known as a synopsis (summary). This is a notice of intent, not a request for competitive proposals or a solicitation of offers. However, responsible sources may identify their interest and capability to respond to the requirement by electronically submitting a capability statement to the point of contact (POC) identified below.
