The Naval Air System Command (NAVAIR), Patuxent River, MD intends to contract on a sole source basis with Northrop Grumman Corporation (NGC) under Basic Ordering Agreement (BOA) N00019-10-G-0004. The purpose of this action is for engineering, software development/modification, installation and developmental (laboratory and flight) testing on improved V/UHF radio systems for the MQ-4C Triton Unmanned Aircraft System (Triton UAS). Changes to the system may include additional capabilities for beyond-line-of-sight communications, cybersecurity, and/or information assurance purposes. Northrop Grumman is the sole designer developer, and integrator of the Triton UAS. Accordingly, it is the only contractor with the requisite personnel, technical knowledge, and expertise to provide the NRE and hardware required for these obsolescence efforts within the program's cost and schedule constraints.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the requirement.
