The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to contract on a sole source basis with Northrup Grumman Corporation (NGC), San Diego, CA, for activities required to support and retrofit MQ-4C Triton Unmanned Aircraft System (UAS) test assets to the Integrated Functional Capability (IFC) 4 configuration to support ground and flight test.
The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, "Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements" for the proposed contract action. As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGC is the only contractor with the requisite technical knowledge, expertise, and technical data that can meet the Government's needs within the program's cost and schedule constraints.
THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice.
