ADDITIONAL INSTRUCTIONS TO OFFERORS:

1. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: Pictured Rocks National Lakeshore (PIRO) requires Motorola XTS2500 and XTS5000 units to match a substantial investment of existing radios currently in use at PIRO to assure compatibility, interoperability, training and cost efficiency for fleet brand parity purposes as well as inter-operation with local, state and federal entities.

2. Offerors must be an authorized reseller of Motorola brand products. Offerors must be able to provide an authorized reseller certification upon request.

3. No refurbished products/equipment will be considered.

FAR 52.212-2 Evaluation: Commercial Items is applicable to this procurement. While price is a significant factor in the evaluation of offers, the final contract award will be based on the lowest price technically acceptable. Due to the proprietary nature of the Motorola radios, only Motorola and Motorola authorized resellers will be considered technically acceptable. Technical acceptability shall be evaluated based upon the contractor's ability to comply with all requirements stated in this solicitation.
