B. Background
Tree baits for bark beetles enable better containment of infestations which increases the effectiveness of beetle removal and retention of timber market value. Pheromones are sensitive detectors of specific beetles and non-indigenous forest insect pests which allow for monitoring insect populations and aid a variety of control strategies. These forest pests are some of the most serious exotic plant pests threatening United States (U.S.) Agriculture. The cost to live with these pest infestations if not detected, monitored and managed can be damaging to the US Department of Agriculture (USDA) and the forest industry. The cost of eradication could be in the millions of dollars.
C. Objective
The requested supplies are needed to equip program personnel to detect and monitor exotic pest infestations. The lures are a primary detection tool used to delimit, and survey the extent of the forestry pest infestation and to manage introduced forestry pest populations. Without these lure dispensers defining the infestation might not be possible.
Because of the critical nature of these traps quality is of the utmost importance.

Each product must be identified on both the lure packet and the shipping containers with lot number, contract number, and manufacturing date.
Products must be identified in such a manner that they are readily distinguishable from each other the other by looking at the package. If color coding is used it must be done in such a manner that a color blind person can identify the difference.

G. Sample Testing of Dispenser Effectiveness
USDA APHIS shall conduct quality assurance (QA) testing on the lures. The contractor shall supply 3 pheromone dispensers and a certificate of analysis to the below address.

The dispensers shall be resistant to damage and moisture when handled during normal field trapping operations. The dispenser must contain the full amount of the active components upon receipt of the product at the designated delivery location (i.e., if you claim that your lure contains 10 grams of pinene it needs to contain 10 grams upon evaluation).
The dispenser must fit the inside of the trap in a way that does not impede the installation or replacement of a new dispenser.
Shelf life of six months. Stability dispensers shall exhibit satisfactory shelf life by remaining in compliance with the specifications for at least six months.
