This Sources Sought Notice is issued by the US Forest Service in performing market research to determine industry interest and capabilities. This is a request for information announcement only. This is not a solicitation or request for proposal and in no way commits the Government to award a contract. The Government does not intend to award a contract(s) based solely on the submission of this Request for Information nor does it intend to pay for any costs incurred in response to this announcement. The US Forest Service reserves the right to terminate this request and change its requirements if needed. Responding to this notice does not guarantee participation in future activities. The US Forest Service is issuing this sources sought as part of market research for the following statement of work: The GYA whitebark pine working group is seeking an aerial survey method designed specifically to monitor the impact of mountain pine beetle on whitebark pine forests. The working group would like low-flying airplane over-flights in conjunction with Global Positioning System (GPS), Geographic Information System (GIS) and digital photography to categorize and map mountain pine beetle activities in whitebark pine across the Greater Yellowstone Ecosystem. The Greater Yellowstone Ecosystem is defined as all lands within the boundaries of the Bridger-Teton, Caribou-Targhee, Beaverhead-Deerlodge, Gallatin, Shoshone and Custer National Forests and Grand Teton and Yellowstone National Parks. The flights and final project must include all land within the GYA that has whitebark pine plant communities. GYA whitebark pine working group will provide maps for whitebark pine extent. Mortality in whitebark pine needs to be mapped, classified and ground truthed. The final products are geo-referenced digital photos classified by outbreak category and a continuous impact map for the area surveyed. The following is an estimated timeline of the performance: July 1 – flightline map and GIS database September 1 – preliminary geo-referenced classification January 1, 2010 – preliminary classification mapped March 1 – Draft report April 1 – Final report, final map, classification, geo-referenced photos and supporting GIS information. The US Forest Service anticipates awarding a firm fixed price contract. Any vendor responding to this sources sought must provide written information on their company's ability to meet the above requirements; whether the services are available through the vendor's GSA Federal Supply Schedule or other Government-wide Acquisition Contract(s) (include GSA FSS or GWAC contract number and terms and conditions); applicable NAICS code; and business size. Written information should include descriptions of current and past contracts for similar work, past performance information, dollar value, and Government point of contact. All information should be received by the IDAWY Acquisition Service Center contact by close of business, Tuesday, June 23, 2009. There is no solicitation document available.
