The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole source basis for the issuance of an Indefinite Delivery/Indefinite Quantity contract with Quality Performance, Inc. (QPI), 11207 Single Oak Road, Fredericksburg, VA 22407. The Delivery Orders issued under this contract will be for the procurement of approximately sixty-one (61) follow-on production Moriah Wind Systems (MWS). The contract will also provide for repair service, an inventory of parts and components in support of warranty services, and Engineering Change Proposals (ECPs) as required. QPI has designed and developed the MWS and is the Original Equipment Manufacturer (OEM).

The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. This is not a request for competitive proposals. However, responsible sources are encouraged to submit a response to this synopsis in writing that contains information that may be used by the Government to determine whether or not to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based upon response(s) to this notice is solely within the discretion of the Government.
