The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to issue a modification to extend the ordering period of the Firm Fixed Price, Indefinite Delivery Indefinite Quantity contract, N68335-08-D-0015, on a sole source basis, with Quality Performance Inc (QPI), 11207 Single Oak Road, Fredericksburg, VA 22407 for the production of the Moriah Wind System - AN/SMQ-13 through 16 April 2015 as the award to any other source would result in unacceptable delays in fulfilling the agency's requirements.

The Government intends to procure the above items under the authority of 10 USC 3204 (c) (1), FAR 6.302-1. All efforts are being made at this time to continue the development of a request for proposal for a follow-on effort, however, the Moriah Wind System configuration baseline is unstable at this time due to obsolescence issues the Government is experiencing with the Sub-Processor Unit (SPU), SPU software, the Low End Display, the High End Display (HED), and HED software. Until the configuration baseline is re-established, the production of the Moriah system cannot be competed.

The Government does not anticipate procuring data rights and competitive drawing package for this effort as the Original Equipment Manufacturer is unwilling to sell their data rights. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
