This is not a request for competitive proposals, and no competitive solicitation will be issued. The Government intends to procure this equipment under the authority of 41 USC 1901 as implemented by the Federal Acquisition Regulation (FAR) Section 13.501. Simplified Acquisition Procedures (Test Program for Certain Commercial Items). MOOG is considered the only supplier, as they have sufficiently modified an existing product to meet the needs of the Government. However, the Government will consider all responses received within 15 days after the publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. MOOG owns the technical drawings, specifications and data rights for this product group, the Government does not.
MOOG is the sole designer, developer, and manufacturer of the current AN/TRN47 TACAN system, and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified.
