Pursuant to the authority at FAR Subpart 5.203(a) and in accordance with FAR 13.106-1(b)(1)(i), this notice serves as the Federal Housing Finance Agency (FHFA) notice of intent to negotiate on a sole sources basis with Veros Real Estate Solutions, LLC (Veros), 2333 N. Broadway, Ste 350, Santa Ana, CA 92706-1651, for single-family appraisal data reported to Freddie Mac, Fannie Mae, or FHA.

FHFA requires the acquisition of (1) monthly single-family appraisal data that is currently being delivered to either Freddie Mac and/or Fannie Mae; and (2) upon initiation of a new FHA program, monthly single-family appraisal data on Federal Housing Administration (FHA)-insured properties.

The proposed acquisition will be conducted pursuant to the simplified acquisition procedures at FAR Subpart 13.5 - Test Program for Certain Commercial Items. This justification is being prepared in accordance with FAR 13.501. The approved justification is being made publicly available in compliance with the requirement at FAR 13.501(a)(1)(iii).

Veros Real Estate Solutions LLC is the only known contractor that meets the FHFA's requirements. In accordance with FAR 5.207(c)(16)(ii), vendors that feel they can meet the Government's requirement detailed below may submit a capability statement which shall be considered by the agency. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government.

1. Contractor must demonstrate the firm is the current provider of monthly single-family appraisal data for Freddie Mac and Fannie Mae; and
2. Contractor must demonstrate the firm has been selected by FHA to provide monthly single-family appraisal data on FHFA-insured properties.

FHFA intends to award a purchase order on a fixed-price basis. The Government anticipates a one-year performance period plus up to nine one-year option periods.  Government estimate is $500,000.00 - $650,000.00 over a ten-year period. The North American Industry Classification System (NAICS) code for this requirement is 518210, Data Processing, Hosting, and Related Services. The small business size standard is $30M.

The Government intends to conduct the procurement on a sole source basis using Simplified Acquisition Procedures in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. This is not a solicitation for competitive response. A solicitation is not available. Written expressions of interest with detailed capability and qualifications statement demonstrating the required experience and expertise will be considered by FHFA if submitted to the Contracting Officer not later than December 24, 2014 at noon Eastern Time.
