NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source contract to Integrated Design Tools, Inc. Pasadena, CA for the purchase of four (4) Mono Sensors with 3840 x 2400 image and 1000 fps in support of the X-59 (Low Boom Demonstrator). These Mono Sensors includes a 256GB removable SSD that comes standard along with 16GB DDR, HDSDI, GPS, backup battery, rear fan, lower fan, power supply and breakout cable under the authority of FAR 13.106-1(b)(1)(i). The Contracting Officer may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonable available". It was determined that Integrated Design Tools Mono Sensors is the only source that meets the technical requirement.

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 2:00 p.m. local time on November 14, 2019. Such capabilities/qualifications will be evaluated solely for determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
