The Government intends to award a noncompetitive purchase order to IPCom S.A. of Montevideo, Uruguay, using procedures authorized by FAR 13.106-1(b), for a switched based system that has the capability of intercepting only targeted telephones ordered by judicial authorities in Paraguay. The system must include 12 licensed workstations with a server capacity of 300 GBytes in local disk and 500 GBytes in external disk. The Call Interception is 60 digital channels in E1 format and signals SS7 ITU-T. The system records voice files in a WAV format for easy listening and playback capability and the Call Data is stored in IBM Informix database. The system must be connectable to digital switches within the landline telephone service provider within the country of Paraguay (COPACO). This notice is not a request for competitive quotations; this acquisition will be processed using the simplified acquisition authority in FAR 13.106-1(b) as justified based on unique source. Solicitation is not available at this time. Information received will be considered solely for the purpose of determining whether to change the acquisition strategy.
