The purpose of this amendment is to clarify that both electronic and hard copies are required for this solicitation.  Both must be submitted by the closing date and time for this RFQ.  For hard copies, one original and four copies of Technical Proposal and one original and one copy of cost proposal are required.

 

The United States Agency for International Development (USAID) intends to hire an organization to carry out monitoring and assessment of USAID/OFDA relief efforts in Sindh Province.  The duration of the project is one year with an estimated range between $100,000 to $150,000.

 

Disaster assistance is subject to the same audit oversight as other forms of aid. Grant recipients and contractors are accountable for funds, supplies, materials, and equipment in accordance with the terms of their grants and contracts. International Disaster Assistance Legislation contains a "notwithstanding" clause enabling goods and services to be procured outside the standard USG and USAID procedures during emergencies. Posts should, nevertheless, verify that contractors and grantees are responsible and that goods and services are reasonably priced. USAID Missions in recipient countries are responsible for monitoring grantee and contractor programs, including disaster funds disbursement and accounting. Monitoring of USAID early recovery activities will also be anticipated under this award.

 

USAID intends to conduct a procurement using the competitive source selection procedures consistent with FAR 13. FAR 13.105(a) requires the public display and synopsis requirement of FAR 5.101.  In following the FAR 13 procedures, USAID does not intend to use a combined synopsis and solicitation.  Rather, we intend to solicit according to FAR 13.104, which states that maximum practicable competition ordinarily can be obtained by soliciting quotations or offers within the local trade area.

 

We anticipate issuing one purchase order for the implementation of this project.  However, the release of this solicitation in no way obligates USAID or the U.S. Government to make an award of any type.
