Notice of Intent to Sole Source  The 11th Contracting Squadron of Andrews Air Force Base intends to award a sole source fixed-price contract to Monaco Enterprises, Inc. for the purchase of Monaco D-21 System upgrades and installation.  The required software upgrades are proprietary proprietary to Monaco Enterprises Inc. Monaco Enterprises Inc. is the original manufacturer and service provider for the Fire, Security, and Life Safety Equipment and services currently in use at Andrews AFB MD. These systems are primarily comprised of proprietary software developed by Monaco Enterprises Inc. The vendor retains exclusive ownership of the software and does not authorize third parties to alter or add to the software or equipment. System design has been performed by a the vendor's Applications Engineer to ensure seamless integration with the existing Monaco D-21 system at Andrews. The proposed equipment was selected for its compatibility with the existing Monaco System and the organization's need. Although some of the required upgrades listed in section III of this document may be comparable and may satisfy a portion of the organization's need, the totality of the requirement would not be able to be satisfied as Monaco Enterprises Inc. is the only source of providing the technology upgrades to the current systems and interfacing has been completed with the current system. Therefore are no other products from other manufacturers would offer the same functionality. The date of delivery is 90 days after date of call . The authority for this award is FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A sources sought was posted on 19 Aug 15 to seek vendors capable of providing this product. No were responses were received; thereby confirming that Monaco Enterprises Inc.  is the sole proprietor of this product. Interested organizations may submit their capability statements and qualifications for the provision of this requirement to Mr. Donnell Nance at [email protected].  Information received will be considered solely for the purpose of determining whether to conduct future competitive procurements. The Government does not intend to pay for any information received in response to this notice. This is a Notice of Intent, not a solicitation.
