NOTICE OF INTENT TO AWARD SOLE SOURCE

The 765 ABS/CONF/PKA at Lajes Field AFB, Azores, Portugal, intends to award a sole source purchase order to Monaco Enterprises, Inc. for the Monaco Technology Upgrade with RMF-Ready.

As required IAW FAR 6.302-1(a)(2), Monaco Enterprises, Inc. is the only source capable of fulfilling the government’s requirement in which the contractor will supply the Monaco proprietary equipment being the only manufacturer and supplier to meet the specifications required for the Fire, Security, and Life Safety Equipment and services currently in use at Lajes Field. These systems are primarily comprised of proprietary software developed by the company. There are no authorized resellers of this product.

The North American Industrial Classification System (NAICS) code for this requirement is 334290 – Other Communications Equipment Manufacturing.

This sole source acquisition will be made under Simplified Acquisition Procedures in accordance with (IAW) FAR 13.106-1(b)(1). The anticipated award date is after 10 January 2022. The Government intends to award a Firm Fixed-Price Purchase Order, in accordance with FAR 16.202-1.

This Notice of Intent is not a request for competitive quotes and is being posted for informational purposes only. This is not a solicitation or a request for quotes.

765 ABS/CONF/PKA has determined that Monaco Enterprise Inc. is the only source capable of providing this requirement, however interested parties may identify their interests and capability to respond to this requirement no later than 20 December 2021.

Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.   Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.  A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government.  No reimbursement for any cost connected with providing capability information will be provided. As required IAW FAR 5.207(c)(16) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
