THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO CGI Federal, Inc FOR RENEWAL OF SOFTWARE MAINTENANCE FOR EXISTING MOMENTUM® ENTERPRISE SOFTWARE .

Washington Headquarters Services (WHS) Acquisition Directorate (AD) intends to award a firm fixed price purchase order via GSA Schedule GS-35F-4797H to CGI Federal, Inc., 12601 Fair Lakes Circle, Fairfax, Virginia 22033-4902, the incumbent contractor, on a sole source basis under authority of FAR 8.405-6(b)(1), only one responsible source and no other services will satisfy the agency requirements. WHS intends to purchase Momentum® Software Maintenance manufactured by CGI Federal, Inc. utilizing Federal Supply Schedule 70, General Purchase Commercial Information Technology Equipment, Software, and Services, Category 132 34, Maintenance of Software as a Service. CGI Federal Inc. is the sole manufacturer/provider of the software maintenance for Restricted Momentum® Enterprise Software. Momentum® software suite is proprietary, only CGI has access to the source code. The period of performance will be 01 April 2013 - 31 March 2014.

This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this requirement, no later than 9:00 am, Eastern, 11 March 2013 by email to [email protected]. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the Sole Source Award.
