This RFI is issued by the United States Patent and Trademark Office (USPTO) solely for information and planning purposes; it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ. This RFI does not commit the Government to contract for any supply or services. The USPTO is not seeking proposals at this time. The Government will not pay any costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. It is the intent of the USPTO to use this market research to assist in planning. If an RFQ is issued, the USPTO intends to issue it under a GSA Schedule.
The United States Patent and Trademark Office's (USPTO) Office of the Chief Financial Officer (OCFO) oversees: implementation of and compliance with all Federal laws and regulations pertaining to financial management, including the preparation of the USPTO's audited financial statements; financial management systems; and the planning and reporting of performance measures.
Within the OCFO, the Office of Financial Management Systems (OFMS) provides maintenance and support for the USPTO's core financial system and other financial systems and manages the contractors who support them. OFMS also manages the OCFO Information Technology Customer Service Center with the participation of the contractors supporting each of its systems. Users may call this Service Center to request assistance, submit requests for assistance to Outlook addresses maintained by OFMS, or visit the Center in person.
The USPTO utilizes the following software products, components, and integrations under the management of OFMS: Momentum as its financial system of record that includes the following subsystems: Accounts Payable; Accounts Receivable; Acquisitions which the USPTO utilizes as its automated procurement system; Automated Disbursements; Budget Execution; Fixed Assets; General Ledger; General Systems; Planning; Travel Accounting. Concur as its automated travel management system. AEON as its automated contract file management systems. Integrations between Momentum and: System for Award Management (SAM); Concur; the Federal Procurement Data System Next Generation (FPDS-NG); the USPTO Enterprise Data Warehouse (EDW); Revenue and Accounting Management (RAM) System; the Electronic File for Financial Management Systems (EL4FMS); the Acquisition Tool (AEON); and the Fee Processing Next Generation (FPNG) System.
The USPTO requires professional support services to assist the agency in continuing to maintain its solid record of successful financial management while keeping pace with evolving technology and meeting ever expanding customer needs, including the implementation of and integration with other systems, and related software maintenance services.
