The U.S. Environmental Protection Agency [U S EPA] Environmental Sciences Division [ESD] intends to award a Sole Source fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 13, Simplified Acquisition Procedures to Chemical Computing Group under the authority FAR 6.302-1.  This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested and a written solicitation will not be issued.  The provisions at FAR 52.212-1, Instructions to Offerors - Commercial Items and FAR 52.214-4 Contract Terms and Conditions - Commercial Items, apply to this acquisition.  The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation provisions and offers the best value to the Government.  The criteria for evaluation are:  Technical Approach and Price. The purpose of this acquisition is purchase annual software license for Molecular Operating Environment to include updates and support.  See attached Statement of Work for specification.
