The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS) intends to increase the contract ceiling from $150,000 to $650,000 for the above referenced contract. This is an existing sole source contract under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2), to Positive Feed, Ltd.

Positive Feed, Ltd. is the only vendor approved by the FDA to use Ivermectin in animal feed. This specific purchase includes 125-pound tubs containing molasses, minerals, urea and Ivermectin. The contract ceiling needs to be increased because the estimated amount of tubs purchased per year is 1000. The contract erroneously stated 100 tubs per year. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. All information submitted should support the offerors objection to this increase, and shall be furnished at no cost or obligation to the Government.
