This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-08-Q-5112. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. NUWC Division Newport intends to purchase on a sole source basis from Mocon, Minneapolis, MN the following Moisture Analyzer: 1 ea. Permatran-Q 3/33 MA; 1 ea. P/N 027-790 Gas Flow Regulator; 1 ea. Computer/controller for analyzer. Required delivery is 14 days after award (item must be received by 30 September 2008), F.O.B. Destination Naval Station Newport; Newport, RI. The basis for the sole source is that Mocon is that they offer the only known product which meets our requirements: 1. Measurement of water vapor transmission rates (WVTRs) in accordance with standards ASTM F.1249 and ISO 15106.2; 2. Instrument certification traceable to NIST and instrument must have NIST traceable film standards; 3. Instrument computer controller and software must be expandable t allow additional test cells to be added at a later date and run in parallel; 4. Temperature range for WVTR experiments must be from +30 deg. C to +50 deg. C (minimum); 5. WVTR test range must be from 0.005 to 1000 g.m2.day; 6. Must be able to test filme samples at 100% relative humidity (RH). All other timely offers will be considered. Offers for other products must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important.
