 Pre-Solicitation Synopsis to Procure MoI Medical Consumables

The 901st CBN, Bagram Airbase, Afghanistan, intends to solicit and award a Firm Fixed contract for procurement of medical consumables in support of the Ministry of Interior (MoI) health care system. The purchase will replenish supplies and support medical care in the Kabul Afghan National Police (ANP) Hospital, ANP Zone Hospitals and additional medical clinics and processing centers. All items will be delivered to a US military depot located in Afghanistan. The vendor must be knowledgeable of and comply with applicable Afghan custom laws and regulations relevant to fulfilling this requirement. The vendor must be able to deliver all required line items within the specified timeframe noted at award.

The procurement for medical supplies fall under U.S. Armed Forces Class VIII, Medical Material. The requirement consists of approximately 370 line items deemed essential for the provision of medical, surgical and life-saving care. All medical supplies must be new, undamaged, in the manufacturer's original packaging, and meet required medical standards. This is a Name Brand or Equal requirement. If other than brand name is offered, the vendor must provide manufacturer specification description/literature of the item.

This procurement falls under the purview of the Trade Agreements Act. Items must be procured from qualifying countries that are listed in FAR 252.225-7021, Trade Agreements.

The anticipated period of award is estimated for 23 November 2016.

This synopsis does not constitute a commitment on the part of the Government to award a contract, nor to pay for any costs incurred as a result of this synopsis.

This synopsis is not a request for competitive proposals or quotations. A determination by the Government not to compete this proposed action is solely within the discretion of the Government.
