 The Naval Air Systems Command (NAVAIR) intends to award a sole source task order under Indefinite Delivery Indefinite Quantity (IDIQ) N00383-15-D-008F with Lockheed Martin Rotary and Mission Systems (LM RMS). It is anticipated that this contract action will result in a Firm Fixed Price task order for the effort required to conduct a short term readiness and reliability data analysis pilot study of Airborne Low Frequency Sonar (ALFS) performance on the MH-60R aircraft.  

This action is being awarded on a sole source basis to LM RMS in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." LM RMS is the prime integrator and sole manufacturer of the MH-60R/S helicopter avionics suite, common cockpit and all subsequent changes and improvements to the production aircraft.  LM RMS is the Original Equipment Manufacturer (OEM) of the ALFS Data Analytics Tool (ADAT). LM RMS proprietary data is not for sale and access to the software is integral to the proper and timely accomplishment of the required analytical support.  Therefore, LM RMS is the only known source with the requisite skilled personnel, test equipment, laboratory facilities and proprietary technical data required to successfully perform these tasks in a timely and cost efficient manner.

Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.  Interested persons may identify their interest and capability to respond to the requirement.  This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
