The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Multifunctional Information Distribution System (MIDS) International Program Office (IPO) (PMW 780), awarded two cost-plus-incentive-fee/cost-plus-fixed-fee/firm fixed price Engineering Change Proposal (ECP) modifications, one under Contract N00039-00-D-2100 with Data Link Solutions (DLS), and one under Contract N00039-00-D-2101 with ViaSat Incorporated. These ECPs represent a pre-planned product improvement to the MIDS Low Volume Terminal (LVT) that will migrate MIDS LVT to a JTRS software communications compliant architecture. When this migration is complete, the resulting, compliant terminal will be the MIDS JTRS. For this contemplated development and pre-production phase of MIDS JTRS, these two MIDS vendors will work together to develop and define the MIDS JTRS modules; support new incremental capabilities such as Enhanced Modular Functionality and Common Link Integration Processing integration; support platform integration and ancillary equipment development; develop power amplifiers for additional channels; develop JTRS Link-16 waveforms; and provide production transition support. The award of these modifications and the first accompanying delivery orders was made on 23 December 2004 and was based upon limited competition in accordance with FAR 6.302-1.
