The purpose of this action is to modify contract number N00039-04-D-2021 toextend the contract for up to 12 months as a "bridge" until the award of thefollow-on Business, Operations and Administration Support ServicesN65236-09-R-L004 and N65236-09-R-L014 is awarded. The Government will executea bilateral modification, pursuant to the authority of DFARS 217.204, tocontract N00039-04-D-2021 in order to make this change. DFARS 217.204 providesauthority to extend existing services contracts for up to 10 years, providedthere is a Justification and Approval (J&A) to modify the contract for theextension action. The effort described herein will provide a continuation ofsupport until the competitive action is awarded. In accordance with FAR6.302-1(a)(iii)(A), these services may be deemed available only from theoriginal source (SIM). To award a follow-on contract for a period of only 6months would result in significant duplication of cost and effort that couldnot be recovered through competition. This is a notice of intent and not a request for competitive proposals.
