MBMV162418 DDC System Modernization. The purpose of this project is to replace the
existing HVAC building controllers with new Trane building controllers for the 110th Wing,
located Battle Creek Air National Guard Base (BCANGB), Michigan, in order to assist the
installation to meet current energy conservation policies and reduce energy consumption.
The Contractor shall remove existing building controllers in buildings 6900, 6903, 6905,
6906, 6909, 6911, 6913, 6914, 6915, 6916, 6917, 6919, 6923, 6925, 6926, 6927, 6930,
6940, 6950, 6954, 6955, 6998, 6999, 7015, 7020, and 7040. The Contractor shall install
new building controllers and connect them into the current HVAC control system. The
Contractor will need to provide a cost proposal based on the Scope of Work. The contractor
shall furnish all labor, materials, equipment and supervision necessary to complete the
project Scope of Work.
The projects magnitude is between $250,000 and $500,000.
This requirement is a 100% total set-aside for Small Business concerns. Offers from
other than Small Business concerns will not be considered. For Small Business
information see http://www.sba.gov/. The following NAICS code 238220:Plumbing and HVAC contractors.. Construction will apply with the Small Business Size Standard of $16.5 Million. This project will be awarded as a firmfixed
price contract.
The successful contractor will be chosen via Invitation for Bid procedures that result in the
best value to the Government. All information required for submission of an offer will be
identified in the solicitation. Solicitation W50S84-21-B-0015 information will be
advertised electronically on or about2 August 2021 at https://beta.sam.gov/ with an
anticipated award date of 24 September 2021. All responsible sources may submit a
proposal which shall be considered by the agency. Award will be made to the responsible
bidder whose bid conforms to the invitation for bids and is most advantageous to the
Government considering only price and price related factors.
This synopsis of proposed contract action is for planning purposes only and does not
commit the Government to pay for any information, issue a solicitation, or award a
contract. The synopsis is not to be construed as a commitment by the Government. Any
costs incurred as a result of a response to this announcement shall be borne by the firm and
will not be charged to the Government for reimbursement. Paper copies will not be

commencing on 21 September 2021 through 21 January 2021.
