It is the intent of the 763rd Specialized Contracting Squadron (763 SCONS)
to award a Single Source, firm-fixed-priced (FFP) contract to the Port of Moses Lake for
the use of Grant County International Airport (GCIA) from 06 Sep 19 through 28 Sep 19
in support of the 2019 Mobility Guardian Exercise (MGE). The MGE is the premier
Mobility Air Forces (MAF) readiness exercise which helps train and improve the abilities
of the United States (US) and its international partners' air mobility operations skills.
Training objectives for the 2019 MGE necessitates the use of a large, commercially
available airfield located within the state of Washington to hone the skill sets of joint
interoperability for Joint Forcible Entry (JFE) operations. These operations require
ample space and infrastructure to house and facilitate mobility aircraft, accept descending
airborne personnel, and meet security requirements.
With 4,700 acres and a main runway 13,500 feet long, GCIA is one of the largest
airfields in the United States and is a world-class heavy jet training and testing facility
used by the Boeing Company, the U.S. Military and NASA. The airfield is located twohours
from Fairchild Air Force Base, Washington. Market research concluded that aside
from GCIA, there are no other commercially available airports in the state of Washington
that have the capacity to support an exercise of this magnitude. Therefore, the
Government anticipates a Single Source award to the Port of Moses Lake utilizing FAR
Part 12 and 13 procedures. This requirement is being solicited in accordance with (IAW)
FAR 13, as supplemented.
