Combined Synopsis/Solicitation (Best Value)

The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires 440 gallons of MobilGard 410 for the NOAA Ship Rainier.  This is a brand name requirement for MobilGard only under the authority of FAR 13.106-1(b)(1).  The brand name requirement is supported for compatability of exsisting stores of MobilGard 410 in the tanks of NOAA Ship Rainier.  Mixing different types of lubricating oils may cause early degridation of oil and/or systems.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation number NM-AN2150-22-00905 is issued as a firm fixed price, commercial, request for quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04.

(iv) The NAICS code for this acquisition is 324191, Petroleum Lubricating Oil and Grease Manufacturing; the small business size standard is 750 Employees.

(v) Line items are as follows:

CLIN 1:  440 Gallons – 55-Gallon Drums MobilGard 410 40W (Brand Name Only)

(vi) Description of requirements for the items to be acquired:  The vendor is to provide the brand name supplies in CLINs 1 per the attached statement of need.

(vii) Date(s) and place(s) of delivery and acceptance and FOB point.
