This synopsis is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Surface Warfare Center, Indian Head Division (NSWC IHD), intends to award a Firm Fixed Price contract on a sole source basis to MESH, Inc., located at 114 Barnsley Road, Oxford, PA, 19363-1159 for Mobile Chemical Agent Detector (MCAD) System Maintenance. MESH, Inc. is the original equipment manufacturer (OEM) and the owner of the MCAD system technology.  This proprietary product is a unique design that requires comprehensive knowledge of the technology.  MESH owns a copyright and proprietary data.  No other vendor has the knowledge or permission to service these systems. 

The associated North American Industry Classification System (NAICS) code is 541330 with a size standard of $41,500,000.00. The associated Product Service Code (PSC) is J066 – Maint/Repair/Rebuild of Equipment – Instruments and Laboratory Equipment.

The Government anticipates an award date of March 2021. The contract term will be one (1) base year and (4) option years, after date of award.

The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS; however, all responsible sources may submit a capability statement or quotation, which shall be considered by the agency. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
