The Transportation Security Administration (TSA) intends to contract using other than full and open competition for the Canine Asset Management System (K9AMS) handheld application is currently being supported by MobiControl as the Mobile Device Management (MDM) software. The Mobile Device Management (MDM) software must provide the following capabilities (1) encryption for data at rest; (2) device lock down and login capability;(3) remote control capability for data removal; (4) scalability to meet increased user base and; (5) Integration and interoperability with the following technical architecture of future TSA environment: (1) Active Directory (ADFS); (2) Microsoft Windows Server 2008 and; (3) SQL Server 2008.
Accordingly, the TSA intends to award a contract to SOTI Incorporated. 5770 Hurontario Street, Mississauga, Ontario, Canada L5R 3G5. This contract will address the requirements of an asset management and data collection application for the National Explosive Detection Canine Team Program (NEDCTP).

The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
