NOTE: The Request for Information (RFI) for Moab RAC was previously issued under Document ID 89303320NEM000023. The U.S. Department of Energy (DOE) is seeking offers to complete the Moab Uranium Mill Tailings Remedial Action (UMTRA) Project via Remedial Action Contract (RAC). A Draft RFP and a Final RFP is being conducted for the Moab RAC acquisition. This notice is considered to be a synopsis in accordance with FAR Subpart 5.2 for the acquisition. Within 15 to 45 days from the date that this notice is published, the DOE Office of Environmental Management (EM) anticipates the issuance of the Draft RFP. A Single-Award Indefinite Delivery / Indefinite Quantity (IDIQ) contract vehicle using EM’s End State Contract Model (ESCM) is contemplated. The ESCM is a concerted effort within EM to reinvigorate the nuclear waste cleanup completion mindset. ESCM employs a Two-Step Process: 1. Competitive, qualifications-based Single-Award IDIQ RFP; 2. Post-award negotiation of discrete scopes of work through effective partnering on a Task Order basis (Firm Fixed Price or Cost Reimbursement). The ESCM provides EM the ability to partner with industry and stakeholders at this critical juncture of the Moab UMTRA Project to openly negotiate the right, risk-based interim and final End States to reach completion. The IDIQ ordering period for the Moab RAC is expected to be ten years.
