This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Solicitation Number FA8604-18-R-8118 is issued as a Request for Proposal (RFP). This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-99 (Effective: 16 July 2018, updated with Class Deviation 2018-o00015).
This acquisition is 100% set aside for small business. The NAICS Code is 333922. Small business size standard is 500 employees. This solicitation is subject to FAR Clause 52.219-14, "Limitations on Subcontracting" which states that any small business prime contractor who is a manufacturer of the supplies shall "perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials."
This RFP has 12 contract line items. A Storage Aids System for the 54th Fighter Group (FG) in Buildings 868, 877, 893, and 894 at Holloman AFB, New Mexico. The resulting contract will include all the equipment, materials, and labor necessary to complete the installation of the Storage Aids System. It will also include the contractor performing tests and making adjustments to the system as well as providing classroom and on-the-job instructions to Government personnel. Contract Completion is required within 240 days from date of award. FOB point is Destination (Holloman AFB, NM). Evaluation will be based on Lowest Price Technically Acceptable (LPTA).
The contractor must be registered in SAM prior to award. The Government will make an award from the request for proposal to the technically acceptable, responsible offeror whose proposal offers the lowest price to the Government. The Government reserves the right to not make an award at all.
All proposals are due by 2:00 PM ET on 09 November 2018.
Any proposal, modification, or revision that is received at the designated Government office after the exact time specified for receipt of proposals is "late" and will not be considered.

To ensure a competitive balance, at the Contracting Officer's discretion, questions concerning this RFP will only be accepted until 02 November 2018 2:00 PM ET.
Be advised that offerors planning to submit their proposals on base and in person must notify the POC at least seven (7) days before they plan on arriving so that a Visitor Request Form can be submitted. Offerors who have a military ID will not require a Visitor Request Form to gain entry to the base.
No telephone, written, e-mail or fax requests for documents will be accepted; all interested offerors must download their own documents from the internet - no exceptions. All interested offerors are requested to register for this solicitation.
The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
FAR 52.232-18 AVAILABILITY OF FUNDS (APR 1984)
Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
