This is not a solicitation but a Source Sought Synopsis for market research purposes only. The Government is not entertaining questions at this time.

All respondents are requested to submit a capability statement (no more than 5 pages) that includes the following information:

1. Propose commercial or non-developmental items that meet the Government's Statement of Objectives (SOO).
2. Inform the Government if the stated requirement is on a pre-priced contract (GSA, NETCENTS or ESI).
3. Provide a high level ROM for the effort.
4. Inform the Government of the business size standard particular to the proposed NAICS 511210 "Software Publishers."
5. Provide feedback on the proposed NAICS code and attached SOO.
