The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure 500 each of the TM5501-4 TrueFect-Max for adherent or suspension cells from United Biosystems. TrueFect-Max is needed for protein production and transfection of 293-Fcells. NIAID has been using TrueFect-Max reagents for protein production for more than one (1) year to support production of the proteins that require for our protocols in the development of vaccines for HIV and other viruses. This requirement is needed for ongoing experiments where the continuity of the same reagent must be maintained to ensure experimental results are not influenced by other variables. Any other sources of TrueFect-Max will required extensive testing and delay our production of materials for vaccine development and trials. This will be a firm fixed price contract in accordance with the statutory authority for this sole source requirement 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible, and needed to continue on-going experiment, changes in supplies disruptive to experiment. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE NOT BEING REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-71, dated November 25, 2013.
