This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-14C-1652377, Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-70, dated September 30, 2013. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside, however small disadvantage, minority, veteran owned and HUB zone companies etc., are encourage in submitting a proposal. The associated North American Industry Classification System (NAICS) Code is 325414, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis from PerkinElmer Health Sciences Inc.: twenty-one (21) each of catalog #6066769 Britelite Plus Reporter Gene Assay System, 1000mL Kit. This will be a standing order for a period of 7 months with shipments of 3 per/month. Britelite Plus in an ultra-sensitive luciferase reporter gene assay system for the quantitation of firefly luciferase expression in mammalian cells. This system is especially suitable for the use in 96-, 384-, or 1536-well automated high-throughput assays used within the lab. The Britelite Plus is the only substrate qualified for use in validated high throughput viral neutralization assays. Any attempts to change reagents for this particular application at this point would provide results inconsistent with previously gathered data, and will result in significant delay in time and cost to revalidate the assay. In addition, the relevance of various projects would be harmed because of the incompatibility of new data with data from previous trial run; comparison would prove impossible with change in reagents. The following factors shall be used to evaluate offers: 1) capability to meet the required salient characteristics, 2) price, and 3) delivery (7 months to Gaithersburg, Maryland 20878). This will be a firm fixed price contract. The FOB terms are "Destination: and Net 30. Evaluation - Commercial Items: FAR 52.212-3 Offeror Representation and Certifications Commercial Items; FAR 52.212-4 Contract Terms and Conditions - Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial; and FAR 52.232.33 Payment by Electronic Funds Transfer - System for Award Management (July 2013). By submission of an offer, the Offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
