This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation number NIAID-NOI-11125 a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-53 dated August 4, 2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 325413, which has a business size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intend to procure custom antibody conjugation on a sole source basis with Sirigen, Inc. Item/Description/Quantity: 1) First Custom Antibody Conjugation to Brilliant Violet Fluorescent Reporter (3-5mg starting Ab scale), qty -1 each, and 2) Custom Antibody Conjugations to Brilliant Violet Fluorescent Reporters (3-5mg starting Ab scale), qty-44 each. The National Institutes of Health has a requirement for the acquisition of brilliant violet dyes for use in staining panels associated with research. These dyes will be incorporated into staining panels that are constantly scrutinized and re-evaluated, and are to replace dimmer antibody conjugates currently used in the lab, which are much less sensitive. The final products from Sirigen have extinction coefficients of 2.5x106 M-1cm-1 and a quantum yield of 65% ± 5%. The greatly improved sensitivity allows us to resolve weakly expressed antigens that could never be studied otherwise. Delivery shall be six (6) shipments from date of award. The following factors shall be used to evaluate offers: 1) capability to meet required specifications, 2) price, and 3) delivery. The government will award a fixed price purchase order to the responsible contractor. The FOB terms are "Destination" and Net 30. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders - Commercial Items; and FAR 52.232.33, Payment by Electronic Funds Transfer-Center Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/. By submission of an offer, the Offeror acknowledges the requirement that a prospective Awardee shall be registered in the CCR at www.ccr.gov prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
